EBB Qualification Questions

When registering for the EBB program during open registration, you will need to answer the following questions. Answers to these questions will determine if you qualify to participate in the program.

The program is being offered in select ZIP Codes only. Do you reside in one of the EBB ZIP Codes?

In addition to the $3,000 EBB seismic retrofit grant, would you like to be considered for an additional grant for income-eligible homeowners?

For this additional Supplemental Grant, your household income must not exceed $89,040.

I understand I will be required to submit a copy of my flood insurance policy and a signed, notarized and recorded form attesting that I will adhere to the FEMA requirements before any EBB incentive payment will be paid, if:

  • I apply and qualify for the Supplemental Grant (SG) and
  • it is funded by a FEMA grant, and
  • I am in a Special Flood Hazard Area, and
  • my EBB grant is $5,000 or more.

To determine if your house is in a Special Flood Hazard Area (SFHA), click on the link and enter your address.

What year was your house built? Only homes built prior to 1980 will qualify for the program.

Are you the owner of the house you wish to retrofit or if the house is held in Trust, are you the trustee, or if owned by an LLC, are you member of the LLC?

Do you currently live in the house you wish to retrofit?

Is your house single-story or multiple stories?

If your house is “multiple stories,” is it more than three stories? (If you answered “single-story” to the previous question, please answer NO to this question.)

Is this building comprised of five or more family dwelling units?

Does any portion of your house have a wood-framed floor at the lowest level, with a crawl space below it? With an access panel either on the side of your house or inside your house (likely in a closet)?

Does your house have any wood-framed crawl space walls taller than 7 feet?

Is your house supported solely on poles and columns (known as lateral resistance) embedded in the ground?

Does your house have an existing qualifying retrofit already in place?

To be a qualifying house, no Chapter A3 brace and bolt retrofit has been started or completed before that date of acceptance into the EBB program.

Do you understand that retrofitting your house will not make it earthquake proof and that it could still be damaged in an earthquake?
